    2. Applications Are Assigned: The Permit Clerk or system automatically assigns each application to a reviewer using workload-based rules. Notifications ensure no application is missed.
    3. Reviewers Evaluate & Communicate: Reviewers can request corrections, add comments, approve or reject applications, or escalate for additional review. All communication happens within the platform.
    4. Approvals Are Finalized: Once approved, the permit is completed and stored with a full audit history. If a project is canceled or a duplicate is submitted, staff can close the application with the appropriate reason.
